Description :
IMPROVES-RE was a programme co-financed by the European Commission (COOPENER). It was executed in four western and central African countries: Burkina Faso, Cameroon, Mali and Niger. The programme benefited from a partnership with the national structures in charge of rural electrification : Energy General Direction (DGE), Funds for Development and Electrification (FDE) in Burkina Faso, Rural Electrification Agency (AER) in Cameroon, Malian Agency for Domestic Energy Development and Rural Electrification (AMADER) in Mali, Electricity, New and Renewable Energies Direction (DE&ENR) in Niger.

The global objective of the IMPROVES-RE programme was to improve the impact of rural electrification on sustainable development and poverty alleviation. Achieving this objectives requires efficient multisectoral investments, a coordinated planning among the different social services such as health, education, drinking water, telecommunication,… and the economic initiatives (SME, agro-industry, etc.), both at national and regional scale. The approach made use of the Geographic Information Systems (GIS) functionalities and provided a GIS based web plateform for Burkina Faso (www.improves-re.com/sig)

Description of the Actual Services Provided More specifically, the services provided by IED aimed to :
1. Strengthen the synergies among the different sectors through:
• Facilitating collaborations between the actors : rural electrification planning agencies, institutions involved in the social services (education, health, drinking water,…)
• Development of a database and a GIS on the rural electrification status, the potential synergies with the basic social services and the other services.
2. Develop methodologies, approaches and alternative planning tools for rural electrification
• Development of an approach of rural electrification planning process aiming to maximize the social impact without any technical a priori assumption.
• Test and application (case studies) on a region of each of the four countries.
• Potential actors mobilization at regional and national scale; local, national and subregional cooperation strengthening,
• Identification of a rural electrification pilot projects portfolio, to be submitted to silent partners funding, and particularly to the Energy Initiative (5-10M€).
3. Strengthen the capacities through training, awareness raising and information
• Capacity building of national actors in rural electrification planning.
• National dissemination of the case studies,
• Inter-countries experiences exchange, at technical and decision-making level, and dissemination at subregional scale,
• Dissemination to the international development agencies, the NGOs and the decentralized cooperation agencies.
