The objective of the assignment was to prepare a national Electrification Program Prospectus, with the objectives of systematically engaging potential financiers (principally donors and the private sector) and raising financing for the scale up program. This document, with a sector investment plan and policy framework, formed the basis for a coordinated sector-wide framework for Tanzania’s national electricity scale up program. |

Description of the Actual Services Provided | The Consultant undertook the tasks specified below to prepare the National Electricity Access Program Investment Prospectus, presenting a five-year plan for extending electricity access (including densification) that achieves Tanzania’s electrification targets and integrates technical, financing, and implementation planning components. Task 1 – Geospatial analysis of least cost access plan for grid (LV/MV) roll out investment plan and off-grid complement for scale up coverage targets with the help of the GEOSIM tool Task 2 – Review of least cost bulk power generation and network expansion program, including regional interconnections and generation Task 3 – Implementation Readiness of REA and TANESCO Task 4 - Sector financing plan and gap analysis Task 5 - Proposed performance metrics (pilot basis) for financing based on performance Task 6 - Prospectus for donor syndication of financing gap Task 7 - Government, Donor-Private sector Workshop, Prospectus finalization, transfer and training Task 8 - Pre-feasibility analysis of sub-projects for implementation during 2012-2016 Additional tasks were also performed during the project extension focusing on - Stakeholder meetings for financing the rural electrification - Low cost design technology demonstration - Private sector involvment in Tanzanian |
