The objective of the consultancy service is to assist the Ministry of Commerce, Science and Technology with the implementation of Government’s decision to establish an energy efficiency trust fund, which is intended to finance renewable energy investments and energy efficiency measures. The specific objectives of the proposed technical assistance project is to provide organizational development and financial management advice necessary to establish the Trust Fund. |

| Description of the Actual Services Provided | The assignment involves the following specific tasks: • Provision of advice to the National Energy Efficiency Director on the appropriate organizational structure, and draw on international best practices in presenting suitable recommendations. • Assistance in the development of job descriptions for senior management positions indicating the role and responsibilities of each position, and the relationship and powers of the Secretariat of the Fund and the Trustees. • Assistance in determining the personpower and skills needed for effective functioning of the Trust Fund. • Assistance in developing a capital and operating budget for the first two years of operation of the Fund, and advise on suitable sources of finance for the fund. • Provision of advice on the operational procedures and practices. • Provision of a model agreement stating the terms of the agreement between the Trust Fund and the Certified Financial Institutions. • Assistance in developing an action plan for the first two years of operation of the Fund. • Recommend measures to improve the enabling legal and policy environment for energy efficiency investments in Jamaica. IED provided the full consultancy service and executed all of the activities in the assignment. |
