The objectives of the study is to undertake an comparative study on the methods of calculation of cross-border transmission capacity in Europe and in USA. • Identify the best practices, particularly those more adapted to the grid structures in Europe. • Propose solutions which allow to increase the efficiency of cross-border transmission capacity, more particularly by a more coordinated management between TSOs • Propose recommendations concerning the obligations imposed to TSOs to more transparency in the determination of the cross-border transmission capacity. |

Description of the Actual Services Provided | IED assures the whole project’s implementation The project undertakes a comparative study of the practices of TSOs (Transmission System Operators) in Europe (UTCE and Nordel), and in United States in calculation of cross-border transmission capacity : • Thermal limits of the transmission lines (Design limitation, component-related limits, thermal – related limit, clearance limits…) • Transmission Reliability margins (TRM) and its estimations (modelisation, security, uncertainty in load and generation forecast ) • Voltage limits and stability limits • Exploitation security criteria • Generation margin to participate in primary regulation (Frequency regulation) • Actions to mitigate the congestion and the limits • Influence of DC lines |
