Description :
The objective of the project was to provide capacity building to the SOPIE on how to treat and disseminate information related to the electric sector in Ivory Coast, using GIS (Geographical Information Systems) functionalities.
More specifically, the aims were:
- To develop a GIS software illustrating the status and strategy for rural electrification for the purpose of disseminating and sharing information with other Ivory Coast Authorities working in the field of development;
- To improve rural electrification planning by taking into account all cross-sectoral aspects;
- To reinforce electrification impacts on rural development and in particular poverty alleviation, by recommending an integral approach of accompanying measures to all rural electrification projects;
- To establish a monitoring programme based on socio-economic and electric indicators in selected villages;
- To analyse the links between energy and development and to bring forth valuable and quantifiable arguments for the mobilization of international financing for rural electrification;
- To facilitate the exchanges on electricity and to set up the basis of a pragmatic approach of the planning of the investments at the regional level;
- To reinforce the capacities of the SOPIE in the field of data treatment and dissemination.

Description of the Actual Services Provided For this purpose, IED carried out the six following tasks:
1/ Data-gathering and establishing the required partnerships so as to ensure the regularity and the facility of data access;
2/ Specification, development and implementation of a GIS application for the dissemination of information on rural electrification;
3/ Definition of a methodology for characterizing the impact of rural electrification on poverty, development and implementation of multicriteria grids, using GIS functionalities;
4/ Definition of indicators, by using the functionalities offered by GIS, which allow information exchange between Member States of the West Africa Power Pool (WAPP): regional and cross border exchanges;
5/ Transfer of know-how to SOPIE;
6/ Provision and installation of the complementary data-processing equipment.
