Description :
Because of its high average price (US$ 0.25/kWh), electricity is a good that only a minority of people can afford in Djibouti, which is an important impediment to trade development and private sector initiative in the country. The need for renewable energies is justified by supply sources diversification concerns, as the country depends on fossil fuels importation to date (US$ 19.4bn in 2002). The country holds a considerable wind potential, in particular on the Ghoubbet/Assal, Gali Maaba and Bada Wein sites, as was demonstrated by a study from the Djibouti Republic President’s cabinet in May 2002.
The government initiated a dialogue with the World Bank aiming to assess an IDA project for energy and water sector development, with a major objective to include grid connected wind farms.
To develop this wind farm aspect of the project, IED was contacted to prepare a concept note respecting GEF standard procedures, with the perspective of applying for a PDF B finance facility.

Description of the Actual Services Provided IED specific services included :
- To identify the contents of a project development for wind energy in Djibouti, and in particular the pre-feasibility study of a 2MW wind farm for the IDA application (justification for an increase in installed capacity, compared costs of wind energy and diesel GenSet production, environmental impacts, organizational aspects of the wind farm management). The study’s focus was on the Bada Wein site, that would supply the Ali-Sabieh and Dikhil populations.
- IED also identified the road blocks to be lifted in order to ensure the implementation of a large scale wind energy scheme, starting with the 2MW wind farm. IED’s services enabled the costing of the necessary preparation for a PDF Block B application, the potential overall costs of such a project, and the cost comparison analysis of wind energy and diesel options.
- The identification of energy savings potential and implications, given the electricity costs. IED suggested a list of activities to implement should an energy services campaign be initiated in urban areas, in particular in Djibouti-Ville.
