The aim of the study is the the census and the evaluation of the hydroelectric potential remaining to be developed on the territory of the Community of Communes of the Ecrins Country (that is to say on the territory of 9 communes around l’Argentière Béssée in the department of the Hautes-Alpes) the question is: "Where and which are the margins of development of the small hydroelectricity in this canton? " This study is led in order to include all the catchment areas of its territory, while identifying in parallel, in each commune, primary distributors local AEP likely to be promoted. It implements the whole hydraulic structures existing on the territory of the CCPE, given up or in service (like mills, small hydro-power stations, weirs…) or with new installations. The main objective of this study is to establish a Community directory and a cartographic document, treated by a Geographical Information System, of the existing hydroelectric installations, in project or potentionaly developable. It is limited, except energy valorization of the drinking water pipes which will analyze all the requests indeed, to the hydro-power station which have installed capacity ranging between 20 and 10 000 kW, this last figure corresponding to the threshold chosen by l’UNIPEDE (International Union of the Producers and Distributors of electricity) to define a small hydroelectric power station. It will be carried out exclusively on the structures having a water right already or, if it is new installations, on the structures exclusively located on rivers or sections of river, which have not been ranked. This study must allow examining the opportunity to continue to study the necessarily exemplary feasibility either of a project of hydroelectric power station, or a project of a communal valorisation of a drinking water network. |

| Description of the Actual Services Provided | This study adjust itself around: - an inventory of the available data existing near the regional and departmental authorities: DRAF, DIREN, DRIRE, DDAF…, near public utilities (EDF), or near autonomous producers or local associations, - an evaluation and a localization of the resources and the needs by a step near the different communes, - an estimate of the potential within the limits of the possible uses, by holding account and in the respect of the whole administrative and lawful constraints - a hierarchical system of the sites in the canton through their rough potential, the d’infrastructures presence, the proximity of the zones to be fed, the hilly landscape, the environment etc… - an establishment of a data base characterizing the studied installations. . The contents of such study are like a preliminary study of which the objective is to count the territorial potentialities, and appreciate the capacity of the sites to satisfy, in their development, "a certain" demand for energy in a given area. |
