Description of the Actual Services Provided | During the first phase, the purpose of the study was to review all sub-sectors related to energy in Cameroon: * The productive sectors focused on (i) biomass as the main energy resource of the country, (ii) the downstream oil and gas activities, prospecting and mining being out of the study scope, and (iii) electricity in its aspects of hydro and thermal generation, transmission and distribution. * The environment affected by the impact of energetic harvest and global pollution (production of greenhouse gas emissions) and local effects (chemical pollution, biological and socio-cultural alteration). * The institutional landscape of the energy sector and its implications for the organization, training and funding. * The outlook of the energy sector in terms of development of new renewable resources (solar, wind, geothermal), energy efficiency and international trade ambitions. This phase was to establish a diagnostic for each sector sub system recognizing the strengths and weaknesses of each of them. It also allowed cross-acculturation of the project steering unit and executive committee participants. The second phase helped define the goals associated with quantified and timed performances that the energy sector should target and define the preferable strategy to achieve the objectives as efficiently as possible. These strategic objectives must be consistent with the forward-thinking transverse study that the country realized through the document Cameroon 2035. Its establishment was based on two converging approaches from prospective national requirements on the one hand and the above analysis of the strengths and weaknesses on the other hand. Nine goals have been consistently approved by the Steering Committee of the project and associated with strategic axis in each sub-sector. The third phase clarified the contents of each strategic axis in explaining their content in terms of short and medium term actions. Writing an energy policy letter has also concluded the strategic study. In the same time, a similar study was conducted in the water sector following the same phasing and the same principles. |
