The EU Energy Initiative for Poverty Eradication and Sustainable Development (the Initiative) was formally launched on 1/9/02 during the World Summit on Sustainable Development in Johannesburg. The Initiative has been developed on the basis of the conclusions of the European Council relating to the preparation of the Summit, and has been prepared in close collaboration with EU Member States. The Partnerships will lead to action at the national, sub-regional or regional levels with a focus on institutional capacity building and technical assistance to support development of energy policies and to encourage investment in sustainable energy. Focus areas included: energy policy development; institutional capacity building; technical co-operation; market development; co-operation with financial institutions. |

Description of the Actual Services Provided | The global objective of this contract is to facilitate and assist the co-ordinated EU process for the further development and implementation of the EU Energy Initiative. Requested services include: - Carry out regional missions to West and Southern Africa, and one other sub-region to review existing activities in the field of the Initiative. Examples of possible focus areas include: (i) institutional capacity building (ii) rural and peri-urban electrification, (iii) household energy use for cooking, (iv) possible poverty benefits of grid inter-connection. - Develop outline programmes for EU inputs to the Initiative in the three sub-regions studied - Support, as necessary, for the organization, facilitation and reporting on the regular meetings of the EU Advisory Group on the Energy Initiative - Assistance to the preparation of the EC component of the EU inventory of projects and activities ongoing and planned in the energy/development field - Development of monitoring tools for the implementation process, in particular towards achievement of targets. - Preparation and running of the two day high-level event “Energy for Africa” on sustainable energy for ACP African States, under the EUEI. The event took place in Nairobi, Kenya on the 20 and 21st November 2003 and hosted 241 delegates with representatives from over 33 ACP countries in Africa, including Ministers and Government officials; NGOs and the private sector from Africa and Europe; EU Member State and European Commission representatives; and various international initiatives aimed at promoting the sustainable use of energy. The event was also attended by the German State Secretary, the French Ambassador for the Environment and the European Commissioner for Development and Humanitarian Aid.
