In the last years, various studies have been carried out in France for the evaluation of the potential for Demand Side Management and Decentralised Power Production in territories of diverse sizes (from municipal to regional level). ADEME could observe a considerable heterogeneity in the methodologies used and in the quality of results. In order to support local authorities in the implementation of their programmes, ADEME decided to carry out an audit of previous studies and on the basis of lessons learnt, to write standard terms of reference of studies for DSM and DPP programmes. |

| Description of the Actual Services Provided | IED was entrusted this project, including: * the demand analysis: geographical zoning, categorization in relation to the economical activity, and to consuming equipment. Review and comparison of software, * the forecast of the future demand, under different scenarios, * identification and economical assessment of the DSM potential, * identification and economical assessment of DPP potential: cogeneration, renewable energy, * analysis of electric networks, and of their capacity to deliver the present and the future demand, * the environmental and economical impact of DSM – DPP programmes. |
