For an extended period of time, Decentralised Rural Electrification (DRE) has been considered as a marginal part of the Development Sector, then as a field for contemplation with no action. This sector is now becoming an important element of bilateral and multilateral cooperation institutions. Access to electricity is now considered as a necessary precondition for development, since it effects a lot of social and economic activities such as drinking water pumping, vaccines preservation, education, telecommunications….. In order to establish a favourable environment for the implementation of successful rural electrification actions in the short-term, it is necessary to assess the main evolutions of the sector, lessons learned etc. in the past few years as well as the current situation. This workshop, organized in this pretext, was co-financed and co-organised by ADEME (the French Agency of Environment and Energy) and IED. The objectives are as follows: * To assess the past actions financed by the French Cooperation * To contribute to the common research on the best implementation of rural electrification projects. * To discuss the conclusions with other partners * To enable the capacity building of each participant, who can then implement the formulated recommendations. The workshop is divided in two main parts: * Some technical days, gathering actors of the sector from many west African countries (Cameroon, Morocco, Mauritania, Niger, Countries from the “Conseil de l’Entente”, Senegal), as well as representatives from ADEME and IED. * A one-day dissemination and discussion workshop with the additional participation of international electricity operators and international cooperation institutions. |
