This study was requested by the European Parliament’s Committee on Development and Cooperation and included in the Workplan for 2000 which was adopted by the STOA Panel on 20 January 2000 and approved by the Bureau of EP on 17 February 2000. The aim of the study was to investigate the consequences of the transfer of conventional production and consumption systems from Organization for Economic Cooperation and Development (OECD) countries to developing countries, from the point of view of sustainable development. The study is designed to propose policy options and policy tools to encourage the transfer and implementation of technologies which contribute to sustainable development. Specifically the study focuses on energy, transport, waste and water. The study stems from concern over the consequences of current continued use of technologies which have a negative impact on the environment, in a context of rapid demographic and economic growth in developing countries. This trend could rapidly lead to serious environmental as well as development problems, both in developing countries and for the entire planet. In other terms with current technology patterns, global as well as developing country “carrying capacity” will soon be exceeded. On the other hand environmentally friendly and economically viable technologies exist, with a small enough “footprint” to be integrated into sustainable development. Many studies have shown that it is possible to do more with less: that is achieve rapid growth in the standard of living in developing countries, while respecting environmental constraints. |

| Description of the Actual Services Provided | Our analysis will aim at meeting the challenge of the dissemination in developing countries, of the vast store of environmentally friendly technologies available. The main thrust of the project was to identify and clarify the policy goals of the EU with respect to sustainable development objectives for the 4 target areas, and to examine the possible policy tools that could contribute to achieving these goals. Our approach and suggestions as to the potential role of the European Union integrated and built upon Multilateral Environment Agreements, which were currently undergoing major discussions. IED was responsible for the full project development and management. |
