The objective of this study is to assist the Ministry of infrastructure of Rwanda (MININFRA) in the development of a tidy development of solar, wind and hydro energy strategies. This study is the complement of a biomass strategic study implemented in 2010. This study is based on an analysis of all RE studies and reports carried out these last five years in Rwanda. They are the main entrance to permit the analysis of the current situation and identify the main barriers to their dissemination. The final goal of this study is to introduce into MININFRA a number of action plans to implement in the near future, but also to assess and propose realistic scenarios of development in the long term. 3 steps characterize this study: Phase 1: Sector Overviews & scenarios Phase 2: Preparation of National renewable Energy Strategy This step in strategy development is to reach a consensus on the necessary interventions for reaching the scenarios depicted. The Consult will discuss the findings of the Country Status Report with key stakeholders to determine the targets and identify priority interventions and how different interventions may affect the scenarios. Preliminary four strategic areas of intervention should be reviewed; i) investment framework, ii) policy, iii) market regulations, iv) technology specific barriers & threats. Description of the Actual Services Provided | The tasks performed by IED are related to MHPP development strategy potentially very present in Rwanda. By phase, the following approach is applied: * Consultative meetings and discussions with all stakeholders in the sector: public and private utilities regulator RURA, dealers, private sector involved in the development of MHPP, * Analysis of the barriers or constraints associated with this development, * Identification of the current MHPP projects and their logic of other renewable energy development, * The corresponding review of development implemented by MININFRA policy and the analysis of the gaps between this policy with the objectives set, * The optimal definition of hydro development scenarios in the short (2-3 years), medium (5-6 years) and long term (10 years) and their involvement in terms of investment needs, their consistency with other ER, * Recommendations to make these policies, more effective, * The development of action plans at the time to achieve these goals. |
