IED was firstly contracted to carry out a feasibility study in the Ganzourgou District, population size of about 36 800 rural households in 1996 (48 inhab. per km²). Afterwards, IED was commissioned to act for the Ministry as “Maître d’œuvre délégué” to oversee the electrification of (i) 1600 households with individual solar home systems and (ii) 2 villages with mini-grids with an isolated thermal power plant. |

| Description of the Actual Services Provided | * Solar Home Systems: specific activities included the design of tender documents for solar installers; information campaigns in the district and assistance to the local contracting solar enterprises ; inspection and supervision of suppliers and installers ; compliance check with specs ; follow-up of installations. * Mini-Grid : Village selection and energy need assessment; support to the emergence of local consumer associations for the electrical service ; design of tender documents in 2 groups (furniture and installation; leasing); assistance to supplier selection; inspection and supervision; support to leasing contracting, to tariff establishment; design of adequate financial scheme; Follow-up and evaluation after start-up. |
