The electrification in remote areas in France implies different institutional actors ; ADEME, the Ministry of Agriculture (DERF), the French Utility EDF, the Department of the Secretary of State to Industry (DIGEC and SERURE), the FACE council and representatives of conceding authorities (FNCRR). Today, there are more then 2 500 sites powered by renewable energy generators. The financing of these operations is essentially realized under three different programs : * electrification program in rural regime (financed by the Face, possible subsidy of ADEME) * electrification program in urban regime (financing from ADEME and EDF) * electrification programs benefiting from the law of untaxed areas (law " Pons " in DOM, private financing partially untaxed) These installations constitute an important park, a technical, organizational and judicial point of view. The implied parts has ordered an evaluation of approximately 90 representative installations distributed in 8 shares and having at least a year of functioning. This evaluation has to include a financial statement, administrative and technical (including an appreciation by users of the service) of installations implemented. The evaluation of a share has been given to the association IED - Fraunhofer Institute. |

| Description of the Actual Services Provided | Objective of the evaluation * Improve the knowledge of past programs * Tool to assist the decision of public authorities Evaluation study progress : * Launching of the study * Collection of data ; thorough visit of each installation and maintenance with actors of each site. * Data Analysis ; the analysis will distinguish technical aspects, financiers (with the realization of statements), administrative and socio-economic for each installation. * Exchange and presentation meeting. * Synthesis ; typology of sites. This typology will allow the precise calculation of the cost of the W installed, according to collected data and according to the typology established. |
