Description :
The overall objective of the mission is to achieve an assessment of the actions in each of the three countries to improve the management of the channels of cities in wood-energy supply and to provide an overview of the major current projects or study on these channels.
This balance will be also considered in the context of the fight against poverty, the transfer of responsibilities to local and municipal level, and taking into account issues "carbon".

Description of the Actual Services Provided The expected results of the study are the following:
* A presentation for each of the three countries of a diagnosis of the woodfuel sector for the supply of major cities, namely:
- Best practices and lessons learnt
- Recommendations to harmonize policies and operational frameworks support in each of the countries and at regional level
* Proposals for action at two levels
- Grassroots initiatives in each country, at the level of a few municipalities which participate substantially in fuelwood supply of the capitals
- Based on the findings and national experiences, cross-cutting actions contributing to harmonize forest policy for a better integration of decentralization on the one hand and increased efficiency of the control on the other hand
Detailed Description of the Services Provided by IED:
Update the status of each of the three countries on:
* Legislative, regulatory and tax framework both for the forest sector concerning the land management and decentralization,
* Participative framework for the local populations concerning the know-how transfer of forest management of the State to the people and the establishment of production structures managed by the populations, this on the basis of silvicultural (quotas) criteria ensuring the sustainable management of forest resources;
* the establishment of frameworks for training courses, quantification of the exploitable resource and operation of agrarian systems including the pastoral and demographic dynamics;
* training of loggers and miners for improvement of the processes of exploitation and transformation
* implementation of relational frameworks with the actors of transport and marketing of the products.

* Actions and projects of promotion/dissemination for improved stoves (wood and charcoal)
* Measures taken to encourage substitution to the wood or charcoal including advertising campaigns, specific pricing
