The electrical supply of Ouagadougou, capital of Burkina Faso, has for several years become problematic especially in the hot season (April - May). Considering persistent delays in investments in a thermal unit OUAGA 3 or interconnection grid between BOBO and OUAGA, this study has been carried out under the sign of the emergency in September 1999, in view of correctly dimensioning an additional thermal plant, to be installed in a six month delay. |

Description of the Actual Services Provided | IED's task focused on the verification of demand, the strategy of supply and the impact of the operation. IED had first undertaken a thorough diagnosis of power and energy flows in the CRCO (regional centre Ougadougou consumption) in the recent period, including a seasonal variation interpretation and daily cost diagrams, and a reconstitution of the monotonous of load of 1998, from quarter - horary value. These critical statistical analyses have allowed to constitute a reliable basis for estimation of growth in the period between 2000-2004 considered as the period required to reach full service of the Bobo-Dioulasso interconnecting grid that will allow to import energy from the Ivory Coast to Ouagadougou. After the load forecast of these 5 years, translated in monotonous of load, IED has then established a balance of the possibilities and risk statement of the existent park and emerged, facing to the gap, key data of the transition thermal investment programming, and an urgent plan aiming at beginning consequent actions for rationalization of demand and management of the load: tariff measures, measures of dialogue with clients, exceptional measures in critic situation. |
