The aim of the project is to develop an organisational and financial scheme allowing to implement small hydro power plant projects (less than 5 MW each) instead of diesel production, in order to provide power at a low price and avoiding CO2 emissions. |

Description of the Actual Services Provided | The forecast design is a private development lead by an ESCO (Energy Service Company) which will take care of the overall technical and financial engineering of the project, and which will take profit from the savings made (difference between diesel production cost and hydro production cost). The short term objective is to develop 2 to 4 project sites proposed in EIRED in a first initial phase (in less than 20 months if possible). The objective is to develop an overall total of 15 profitable sites. In the longer-term, this scheme can be applied to dozens of potential small hydro sites throughout Indonesia (one can estimate a minimum of 200 sites in the present condition). In addition, this scheme could be easily applied to other countries and other technologies. * The organisational and financial scheme envisages that: Spie Enertrans (SET) and EGIS constitute an ESCO (Energy Service Company) that assures: 1 .An interface with the financial partners, the completion of the financial table, including the level of funds that are proposed to be invested by developers. The proposed financing will be « without recourse », that is will guarantee only the active value of the project. 2.An interface with the clients / consumers of electricity, together with the necessary technical performance tools. |
