In this mission, focused on Yelimané and Aourou areas, IED’s tasks consisted in the implementation of a process which should lead to the setting up of a DRE programme in a migration area where there is high investment capacity, thanks to regular cash flow transfers from emigrants to their family. Before starting the field work, IED held, in France, an information meeting for the migrants associations, on electrification perspectives, and proceeded with an analysis based on maps, aerial photographs, which resulted to be very important due to the difficulties to access to the zone. The field mission identified 18 villages, in which a double survey (in the households and the shops) focussed on the actual consumption which could be substituted by electricity was conducted. On the basis of an average monthly revenue of 2 000 FCFA per house, resulting from the surveys, the mini grid electrification simulation of a 5 000 inhabitants village, rationalised following DRE concepts, conducted to a real economic viability. Besides, it was verified that this is also true, with a few readjustments, for smaller villages |

Description of the Actual Services Provided | The diagnostic reviewed the main options and underlines the key principals, for the associations, to be in position to plan the electrification of their village, and decide on project execution : * electrification with / or without the grid, photovoltaic solar energy and / or gensets, * extension and segmentation of the clients, * rational of a financing scheme (depending on the economic profile analysed), * macro issues related to best possible efficiency of a modern energy system. The last step of this mission consisted in the presentation of the results to the migrants associations in Paris and to initiate an action plan with the one who appears to be interested in the execution of their village electrification. The preparatory meetings included a global reflection on electricity distribution as a public service, and incited the associations to organise themselves to be able to undertake the project management and to prepare the technical running of the system. |
