Description :
The objective of this study was the analysis of the technical, economic and financial viability of LV/MV network extensions funded by CFD during the last 3 years. Recommendations on the opportunity of pursuing network intensification and of undertaking new network extensions in the outskirts of Nouakchott were formulated.

Description of the Actual Services Provided The main tasks carried out by IED experts consisted of:
* stock taking of network extensions completed by SONELEC over the past 3 years and comparing them with the existing Master Plan,
* assessment of their financial impact on SONELEC’s profitability and their impact on customer management,
* evaluating demand and capacity to pay for electricity services in residential areas and the outskirts of the city where level of demand is lower. IED commissioned a focused field survey in already electrified areas with intensification requirements and in non electrified areas. The survey was executed by local surveyors with the support of SONELEC staff. The survey concluded at the existence of a further potential for connections and increased demand for power,
* on the basis of these results and existing tariff structure, analysing the technical and economic rational for network strengthening and proposing a viable investment plan for SONELEC.
The study confirmed the opportunity and financial interest of considerably increasing connections on the existing network and of adapting connection policies and pricing in areas in the outskirts of the city and in the process of being electrified. It confirmed the interest of SONELEC’s current commercial policy (social connections) and formulated recommendations on the implementation of the current tariff structure and pace of new connections.
