The PPER is a French-Moroccan co-operation project. Its aim was to ensure sustainable least-cost electrification solutions by diesel power and renewable sources of energy (solar PV essentially and some micro hydro power) of some 300 rural centres and is implemented in three phases. * Phase 0 - define the type of equipment required in the selected regions ; prepare technical, economic and organisational blue-prints, with special innovation on community organisation aspects, through the creation of a “House of Electricity” in each village. * Phase 1 - a pilot experiment, provide electricity to about 30 villages so as to demonstrate the validity of the rural pre-electrification programme and prepare the further phase i.e. the electrification of 270 rural centres. * Phase 2 – Electrify 270 villages. |

| Description of the Actual Services Provided | The task entrusted to IED was to assess phases 0 and 1, and has two main objectives : * Analysis of phase 1 results : their impact on the validity of selection criteria for phase 2 villages and material choice and installation ; * Preparation of recommendations for a large scale decentralised rural electrification programme implementation and in particular on institutional aspects of the project implementation. The study provided analytical data on technical devices and equipment costs, technical and commercial capability of the private sector, role of users' associations, project institutional structure and in general the project’s socio-economic impact. |
