The Regional Solar Programme aims at providing the Sahel rural areas with basic infrastructure equipment - mainly water pumps (though community lighting facilities and refrigeration are also included) - by means of a large scale photovoltaic programme totalling 1 MWp. PRS is vast in scale, novel in its approach towards the involvement and organisation of grass-root communities and is strongly integrated in rural development. The European Commission and the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS) required an information document on PRS results for external use and a more restricted document on lessons learnt from this experience for use during the second phase of the programme. |

| Description of the Actual Services Provided | This task was entrusted to IED, namely : * The preparation of a bilingual (French-English) document for the general public - 10 000 copies consisting of case studies, press articles and interviews (consolidated results, PRS integration in the European Commission hydraulic operations, organisation of village communities and involvement of villagers...) * A detailed study of PRS achievements with a breakdown of technological, organisational, commercial and financial elements and a recommendations for the main lines to be followed during phase II of the programme. IED co-ordinated a working group bringing together PRS regional co-ordination representatives and private operators, research groups and equipment suppliers, all involved in programme implementation. This document was discussed by the Commission's and CILSS PRS departments and then forwarded to international organisations (UNDP, European bilateral co-operation agencies..) and to ministries of the ACP (Africa, Caribbean, Pacific) countries. |
