The task entrusted to IED was to design in close collaboration with the Directorate General for External relation (1), for Co-operation (8), for Research and Development (12) and Energy (17), an energy sector strategy within the framework of an overall strategy for Asia, recently defined by the Commission, and to secure the validation of public and private agencies concerned in Europe. |

Description of the Actual Services Provided | Following tasks were performed by IED : * Conducted approximately 100 interviews in European Member States with Executives in Charge of the Asian energy sector, and/or co-operation in national co-operation organisations, energy management institutions, electricity producers, industry, etc, so as to consolidate bilateral co-operation activities and define the expectations of these players. * Analysed the strategies of current multilateral programmes (Agenda 21, GEF, World Bank, UNDP...) and those of the current Community programmes (Synergie, Thermie, ...). * Prepared recommendations aimed at strengthening the Commission's operations in the energy sector so that they complement the initiatives of the European Community Member States. * Defined, on the basis of previous analyses, guidelines for Asia energy strategy and contribute substantially to the final policy document presented to the European Council : "European - Asia co-operation strategy for energy" guidelines for strategy implementation were also proposed. |
