Angola has major oil reserves and water resources, and oil is an important source of revenue for the government. The huge demand for energy in Angola is well known and a large part of the population has no access modern fuels or electricity (electricity access rate is 30% in 2009). In addition, major projects for improving infrastructure, housing and industrialization require rapid growth and investment in conventional energy generation. A particular issue is that conventional electricity distribution systems cannot easily serve Angola’s dispersed rural population, even over the medium term. In order to meet this growing demand, an effort is required to introduce renewable energy technologies. The objective of the assignment is to formulate solutions aiming at improving the access to sustainable energy services in Angola by providing technical assistance for the energy sector, including reforms and policies |

Description of the Actual Services Provided | The following activities were implemented in the framework of the projet: DIRECT TECHNICAL ASSISTANCE TO THE GOVERNMENT OF ANGOLA 1. Review, comment and give suggestions for improvement of the “Livro Azul”. 2. Write a Renewable Energy Strategy, with some inputs from the “Livro Azul”. 3. Develop a Renewable Electricity Law. 4. Write a “white paper” on household biogas for internal use of the DNER of MINEA. 5. Completely review and adapt a tender for the feasibility studies of 10 small hydropower sites, for DNERL of MINEA. 6. Write an analysis of a number of laws regulating the power sector, in order to attract private investment to rural electrification. IDENTIFICATION OF BANKABLE PROJECTS A list of Renewable energy projects which could be attractive for the private sector, and for which the EU could provide support from one of its financing mechanisms is drawn up. PREPARE A 3-YEAR TECHNICAL ASSISTANCE PROGRAMME TO MINEA 1 Discussion with all relevant stakeholders 2 Drawing up a 3 year work plan which relies on the development of needed regulations and specific capacity, and takes in account possible collaboration with other TA programmes. |
