| Description : |
Under the leadership of RREA, the WB-financed project Liberia Renewable Energy Access Project (LIRENAP) was approved in January 2016. The main component of the project is the implementation of MW-size mini-grid (hydro/diesel) in Lofa County and the implementation of a sustainable business model to operate and maintain the electricity service. The mini-grid in Lofa County will provide access to affordable, reliable, year-round electricity services to about 50,000 people in North Lofa County, an economic and agricultural hub in North-West Liberia close to the border with Guinea and Sierra Leone. The mini-grid will serve the towns of Vonjaima, Foya, Kolahun, and Massambolahun/Bolahun and surrounding areas and will provide electrical service to households, business and public institutions. The main generation supply source will be from a small hydropower site called Kaiha 2 in the Kaiha River. The objective of this assignment is to support RREA to setup the operation and management arrangement of the mini-grid in Lofa County. |

| Description of the Actual Services Provided | The scope of the assignment will include the following tasks: - Definition of the institutional arrangement for the operation of the minigrid in Lofa County - Assessment of the best institutional arrangement for the operation of the minigrid in Lofa County: - Elaboration of contract and legal documents of the PPP of the mini-grid in Lofa County - Elaborate the business plan for the operator of the mini-grid in Lofa County - Technical assistance to RREA in the selection process of the operator of the mini-grid in Lofa County - Assistance to define the selection process of the operator of the mini-grid in Lofa County - Assistance in bidding and contracting the operator - Training of national stakeholders - Assessment on the Demand Side Management options for the Operator to reduce the generation costs of the mini-grid |
