AFD identified the possibility to contribute with a 100 mEUR concessional loan to the rural electrification programme through a project which could encompass 3 main components: - Component 1 – Contribution to Turnkey Phase III project, with a priority focus on grid densification in rural and peri-urban areas. This component could include financing to the extension component of Turnkey Phase III if justified; - Component 2 – Off-grid electrification through renewable energy pilot project, with a focus on the installation of hybrid systems in diesel power stations currently operated by Tanesco in isolated sites and/or sustainable electrification of public facilities (health and eductation centers) in remote areas. - Component 3 – Technical assistance and capacity building component, including project management and supervision and targeted capacity building for REA and Tanesco. The main objective of the assignment was to confirm the scope and content of AFD’s project components as well as implementation arrangements, phasing and packaging and justification for AFD contribution to Tanzania’s Rural Electrification Programme. As a second phase, IED supported AFD with the detailed feasibility study for the hybridization of 4 isolated diesel powerplants. |

Description of the Actual Services Provided | The mission took place in 2 main phases: 1 / The first phase defined and confirmed the intervention content by analyzing the current situation of the current projects and in particular the Turnkey Phase III electrification program with regard to the technical aspects and options selected for the project, extension of the network but also the financial involvement of other donors. In addition, this phase highlighted the possibility of financing the hybridization of isolated thermal power plants maintained by the national electricity company TANESCO with solar energy. Among a list of isolated sites operated by TANESCO, IED, through a multicriteria and socio-economic analysis has defined a prioritization of the projects to be developed. 2 / A second phase was carried out in order to carry out feasibility studies for solar hybridization for the 4 most relevant TANESCO sites (Liwale -2MW, Loliondo – 3 MW, Inyonga – 1MW et Tunduru 5 MW). The final report includes a methodology for conducting socio-economic and environmental impact studies in Tanzania. |
