As part of the National Extension and Strengthening of the Power Grid Program, which aims to increase the availability and efficiency of electricity supply in Uganda, the Government of Uganda has retained IED services for the preparation of a national electrification strategy. The project has three main objectives: 1 / Establish a diagnostic of the institutional framework that governs the governance of the electricity sector in Uganda and the capacities of the actors of the sector; 2 / Define a realistic and economically viable national electrification strategy to increase access to electricity in Uganda; 3 / Develop a method of monitoring / evaluation of the implementation of the national electrification strategy through the definition of performance indicators. |

Description of the Actual Services Provided | 1 / Identification of standards, actors and their needs, data collection: • Analysis of the regulatory and institutional framework, assessment of coordination and implementation skills in the planning and implementation of electrification projects, proposals for regulatory amendments; • Analysis of the institutions and main actors (public, para-public, private with a public service mission) of the electricity sector, identification of capacity building needs, training proposals; • Diagnosis of financing methods for electrical projects and financial control systems in the sector; • Design of an "optimal" institutional and regulatory framework and a standard financing plan to facilitate the implementation of the national electrification strategy. 2 / Definition of the national electrification strategy strategy with the GEOSIM tool: • Demand Forecasting through a "bottom-up" methodology, based on the household equipment rate and the identification of local infrastructure; • Preparation of a national least-cost geospatial electrification master plan with the GEOSIM tool, which takes into account the options of pre-electrification, grid extension electrification and decentralized mini-grids; • Multi-factor sensitivity analysis on key parameters of planning. 3 / Development of a method of monitoring / evaluation of the effective implementation of the national electrification strategy: • Definition of suitable, realistic, time-bound and measurable performance indicators for effective monitoring; • Implementation of a methodology for processing these indicators and the resulting data via the configuration of computer software to evaluate changes; • Transmission of planning software data and licenses to project stakeholders, and development of a publicly accessible online platform for storage and universal use of data. • Training of energy sector actors in geospatial planning with GEOSIM software |
