The study, sponsored by the Ministry of Energy's Project Coordination and Management Unit (UCM), aims to provide decision-making tools for the electrification of twenty-one provincial cities in the Democratic Republic of Congo. The objectives are : (i) to identify technical solutions aimed at accelerating and intensification at the lowest cost of the twenty-one cities; (ii) to analyse,on a case-by-case basis, the conditions of profitability and viability attached to each of these projects; (iii) to produce formulas that can attract and involve the private sector in financing and managing proposed infrastructure; (iv) to identify or recommend,in each capital, activities that consume electricity and create jobs, such as to ensure the increased profitability of the planned investments |

Description of the Actual Services Provided | To achieve these objectives, IED carried out the following tasks for each of the cities: Task 1: Data collection and analysis - identification of energy potential (solar, hydroelectric, biomass) and socio-economic potential (development of domestic and productive uses); Task 2: Estimation of current and projected demand - based on field surveys, forecasting of energy and power needs by 2041 according to the type and number of customers (households, SMEs, industries, utilities, etc.); Task 3: Technical design of the production system and network (use of GISELEC) - Identification of installation sites for production units according to geotechnical, hydraulic and climatic parameters, and choice of possible equipment and dimensioning; Task 4: Economic and financial analysis - establish installation and operating costs of each project, calculation of economic and financial rates of return; Task 5: Environmental and social assessment - identification and mitigation of the different negative and positive externalities on the physical and social environment that will host the projects; Task 6: Specific service - comparative study to recommend the most suitable energy source according to all technical, environmental, social and financial parameters; Task 7: Production of the study report and technical sheets by capital; Task 8: Specific training of UCM and other bodies staff on the methods and tools used. |
