The scope of this mission includes the development of a GIS database of the relevant layers and a geospatial analysis of least-cost electrification options that will be used to inform the Government of Madagascar to achieve national electrification objectives. The detailed geospatial analysis presented least-cost options for electrification at scale and estimated the corresponding investment and operating cost requirements for the entire power system at the national level. |

Description of the Actual Services Provided | Task 1 - Trainings and establishment of systematic and close collaboration between the stakeholders of the sector (MEH, JIRAMA, ARELEC, ADER) Task 2 - Data Collection and GIS Database Preparation Task 3 - Development of Analysis Parameters, Criteria and Constraints Task 4 - Development of the Least Cost Electrification Options Analysis Model with the help of the GEOSIM geospatial planning tool. Task 5 - Elaboration of Least-Cost Electrification Options Analysis for Grid-Based Densification and Extension Task 6 - Elaboration of Least-Cost Electrification Options Analysis for Isolated Centers, Mini-Grids, and Off-Grid Areas Task 7 - Sensitivity and Scenario Analysis Task 8- Training of Stakeholders with the GEOSIM Model and Electrification planning methodology and on Load forecasting using the DAP software Task 9 - Training on grid sizing thanks to the GISELEC software |
