Description :
This project seeks to improve energy statistics in African Union member states, with the objective of increasing the energy statistics quality and level of coverage, and developing capacity to manage and use data in policy decision-making processes.
The project targets 11 countries selected on a voluntary basis to participate in the pilot phase, with the expectation that the activities will be extended to other AU member states. For each participating country, IED conducts a diagnostic analysis to assess the resources, systems, institutional environment and methodologies used to generate energy statistics. On the basis of the diagnostic, the consultant will develop a strategy and action plan for improving upon existing energy statistics and/or establishing an National Energy Information System, as well as a capacity development programme composed of several short training sessions tailored to each country's needs.

Description of the Actual Services Provided • Documentary and data collection analysis
• Stakeholder interviews with focal points and partner institutions
• Assessment of accuracy and appropriateness of data produced in statistics processes
• Identification of gaps or additional needs, including training requirements
• Gap analysis: human and technological resources, organizational obstacles
• Development of a strategy and action plan to improve or establish a national energy information system
• Identification of monitoring and evaluation indicators, implementation timelines and estimated costs
• Development of a log frame for each action plan
• Assessment of training requirements and development of a capacity building programme
• Development and delivery of six, two-hour training modules for each country
