France and the European Union (EU), via the French Development Agency (AFD), are supporting ADER's roadmap as part of the Angovo project (€33 million). The Angovo project supports in particular ADER's calls for projects n°2 and n°4, targeting the regions of the Great South (Atsimo Andrefana, Anosy Androy, Menabe and Melaky), and with the objective of commissioning 85 solar mini-grids. The calls for projects aim to select a "licensee", a private operator responsible for developing the identified sites, with a provided by the Angovo project subsidy to the CAPEX |

Description of the Actual Services Provided | IED is setting up an Angovo Project Management Unit (PMU), in support of the ADER team. The PMU has a dual mission: (1) capacity building of ADER, including the establishment of two regional ADER antennas in the regions concerned, and : (2) support to ADER for the implementation of Calls for Projects n°2 and 4, during the phases of selection of permittees (evaluation of tenders, validation of tenders studies and business plans, obtaining the necessary authorisations), the work phases on the 84 mini-networks by the licensees (control of compliance with commitments at the various milestones, the schedule, support for technical acceptances prior to commissioning), then the operation phase of the mini-grids, in particular through the implementation of a remote monitoring system |
