In addition to PEAC objectives, which are to set up the regional electricity market, this project aims to contribute to the sub region energy potential development and to strengthen access to electricity for the populations of all areas (both urban and rural), through both centralized and decentralized equipment, connected to distribution networks or isolated. The ECCAS Commission wishes to develop: the Regional Renewable Energy Policy for Central Africa and the Action Plan for its implementation, as well as the Regional Energy Efficiency Policy for Central Africa and the Action Plan for its implementation, in a formulation that is consistent with the strategic documents already approved: • The ECCAS/CEMAC White Paper on the Energy Sector, • The Roadmap for the Promotion of Renewable Energies, • The feasibility study relating to the creation and operationalization of the Center for Renewable Energy and Energy Efficiency (CERREAC), • any other relevant national (Member States' energy policy and planning) and international documents dealing with Renewable Energy and Energy Efficiency. in which ECCAS and its member States are involved |

| Description of the Actual Services Provided | For this mission, IED consult implements a participatory approach with the representatives of the various Member States of the Regional Economic Community and the ECCAS Commission: • Set up current detailed situation of the Renewable Energy sub-sector, with prospects for the development of Renewable Energy and Energy Efficiency. This phase includes interviews and information gathering with representatives of member states; • Workshops to mobilize Member State representatives in the process and approve policy documents and action and implementation plans. • Development of the draft Regional Renewable Energy Policy Regional Energy Efficiency Policy for 2040, as well as strategies and action plans for the implementation of each Policy. |
