Description : |
The main outputs of the study are to: 1. Produce provincial level sustainable rural electrification investment plans for the whole country using the IED developed decision aid tool GEOSIM, based on GIS. Various scenarios and options are assessed, based on political objectives (eg connection rates to be reached within a certain time frame) and constraints (eg budgetary), and optimizing complementary options such as grid extension and local, renewable energy resources (PV, hydro, biomass). 2. Install the GEOSIM software at the Ministry and at key Provincial level and conduct training on it. 3. Produce feasibility studies for 2 to 5 potential renewable energy projects (50kW-2MW) based on the results of the planning exercise, and identify investors and potential funding sources. Technologies considered are small hydro, bio-electricity (gasification, biogas or co-generation) and geothermal power. |

Description of the Actual Services Provided | 1. Provincial-wise rural and renewable electrification plans - Socio-economic and multisector data collection, in order to select priority localities with high development potential and forecast demand - Identification of biomass and hydro potential sites, through desk studies and field visits. - Development of operational investment plans for renewables and rural electrification, including programming of investments; outputs include maps and investment costing tables. 2. Development of capacity at provincial and national levels on planning - Training of trainers capable of training in Khmer on various topics: data base and GIS skills; load forecasting; network expansion and renewable energy costing; planning principles. - Hands on training approach: involvement and empowerment of local authorities in the production of plans. 3. Detailed feasibility studies in view of implementation and dissemination - Load forecast, technical specifications, sizing, potential for grid integration, optimization, social and environmental impact assessment; economic and financial analysis. - Options for project financing and organizational setup - Identification of project developer and possibilities for project structuring with the REF and other financing agencies. - Organization of a side event at the regional ASEAN Energy Business Forum organized annually by the ASEAN Center for Energy where French and European suppliers would be mobilized. |
