The Club of National Agencies and Structures in charge of Rural Electrification (CLUB-ER, www.club-er.org) is a bilingual network of over thirty public entities responsible for rural electrification in Africa. By sharing members´ expertise and experience feedback, the CLUB-ER intends to reinforce capacities of African rural electrification (RE) entities and to provide adequate solutions to enhance the access to energy for rural populations. The project is structured in two main groups of activities: 1. Network activities: Thematic sessions and training workshops on 5 main thematic issues: a. Improvement of the impact of rural electrification on poverty reduction and sustainable development; b. Organizational aspects of rural electrification, emergence of private national utilities and cross-border electrification; c. Tools and technologies for rural electrification, incl. GIS; d. Simplified technical specifications and cost reduction; e. Financial aspects and regulation of RE: national and international mechanisms, tariff setting, taxation, CDM. South-South exchanges of one week hosted by the CLUB-ER agencies and structures with focus on a specific issue of interest. 2. Institutional strengthening, lobbying and advocacy of the CLUB-ER through its representatives (President, Thematic coordinators, etc.) and publication of Thematic Documents CLUB-ER Members in 2014: Benin, Burkina Faso, Burundi, Cameroon, CAR, Chad, Congo, Djibouti, DRC, Ivory Coast, Guinea, Gabon, Ghana, Kenya, Malawi, Mali, Mauritania, Morocco, Mozambique, Niger, Nigeria, Rwanda, Senegal, Sudan, Tanzania, Togo, Tunisia, Uganda, Zambia. |

Description of the Actual Services Provided | IED ensures the CLUB-ER Secretariat. Main activities carried out between 2002-2014 are: • Organisation of 22 thematic workshops (3 to 5 days) • 9 Technical trainings (3 to 5 days) All trainings and workshops have been organized in Africa and have covered the main issues linked to rural electrification (Financing, Distributed generation based on renewable energy, PPP, regulatory issues, planning, etc. IED was in charge of the Elaboration of workshop Programmes, Choice of speakers and trainers, organisational and logistics issues. • Organisation of 7 Annual Meeting and General Assemblies: - Annual Meetings: Bamako (2008), Casablanca (2009), Mombasa (2010), Brazzaville (2011), Abidjan (2012), Djibouti (2013), Paris (2014) • Representation of the CLUB-ER at international forums on rural electrification issues • Collaboration to the preparation and supervision of publications of 5 thematic documents and best practices. - Financing Rural Electrification programs (Dec 2010) - Planning tools and methodologies for Rural electrification (Dec 2010) - Multisectoral coordintation and rural electrification in Africa (Dec 2010) - Potential reduction in rural electrification distribution costs - Public-private partnership in rural electrification programs in Africa • Website development and management • Daily management of the secretariat and communication with CLUB-ER members |
