The objective of the assignment is to analyze the current regulatory environment in Cameroon with concern to the establishment and operations of small and medium sized enterprises (SMEs) engaged in the delivery of energy service in Cameroon and to provide recommendations for creating a business environment that provides the development of the sector. The objective of the assignment are fourfold: (1) prepare a diagnostic on the institutional and regulatory framework within which small and medium sized enterprises in the power sector are allowed and/or required to operate; (2) to build awareness of the enabling environment and of the governments desire to improve the environment for small-scale enterprises in the sector; (3) to establish guidelines and a framework to implement necessary changes to improve the business environment and (4) to develop an action program for improving the business environment for energy SMEs in collaboration with main stakeholders. The project is being executed in collaboration with EVERSHEDS. |
