Description : |
The PDF Cameroun project was a sequel to the « Improving the Economic and Social Impact of Rural Electrification » (IMPROVES-RE) project, aimed at improving the impact of rural electrification by modelling its economic and social aspects (both direct and indirect) and by integrating it at the planning stage. A multisectoral approach is suggested at different stages of the planning process: in the beginning to calculate an indicator for potential development for all localities (IPD, inspired from HDI), when choosing the “Development Poles” to be electrified first and finally at the implementation stage of identified least-cost projects. A Multisectoral National Group (MNG) consisting of different ministries (Health & Education, Agriculture, Water resources etc.), and led by the Ministry of Energy and Water (MINEE), is responsible for the implementation of this strategy. Therefore, the MNG has requested assistance from PDF to set up an Internet/GIS software, to share easily the results of these electrification plans and thus foster their integration in programmes of other ministries |

Description of the Actual Services Provided | 1. Create a multisectoral consolidated database and discuss the criteria to take into account in the Indicator for Potential Development (IPD). Modalities were established to allow easy updating of data and their access from different ministries. 2. Develop an Internet/GIS software (GIMSYS®) to share base data on the country (administrative boundaries, villages, roads, economic centres…), multisectoral data (schools, health centres, water pumping…) and electrical data (transmission & distribution networks, electrification status). www.mng-cameroon.org 3. Draft a rural electrification plan in a pilot province with the help of the specialized rural electrification planning GEOSIM tool 4. Train and transfer the technology to MNG members. |
