Description :
The Republic of Uganda plans to install a 250MW hydropower facility on the Victoria Nile. The project, which should be carried out by Bujagali Energy Limited (BEL), is partly financed by the french AFD (75M US$ out of approx 720M US$). A part of this aid (10 to 15 M US$) is aimed at improving the Social & Environmental Action Plan (SEAP) provided by BURNSIDE, which aims at mitigating or compensating unwanted side effects of the project.

Description of the Actual Services Provided The mission of IED consists of a feasibility study of the “Rural Electrification” (RE) sub-component of these compensating measures and will include :
• Review of documentation on rural electrification in Uganda (tariffs, regulation, GIS databases etc.)
• Demand and investments needs assessment in the 8 project-affected villages
• Identification of stakeholders (administrations, local communities, operators etc.) and their responsibilities throughout project implementation (sensitisation, works, O&M, billing & recovery, extensions to new consumers…).
• Definition with BEL of the content, organisation and budget of the RE sub-component as well as its monitoring (methodology, outputs to be monitored and implementation calendar).
