The Millennium Challenge Account-Benin II (MCA-Benin II) has set up a financing line : the Clean Energy Facility Off Network (OCEF), which selects 8 private developers on call for a grant of their project to invest in mini solar or hybrid networks in Benin. On the signed financing agreements basis, the promoters submitted an application for a concession agreement to the national granting institution, ABERME. |

Description of the Actual Services Provided | IED is mandated to support national institutions (the ABERME granter and the ARE regulator): (1) in the process of negotiating concession agreements, including the negotiation of the sale tariff for electricity to consumers, and (2) in the follow-up of the work, until the issuance of the commissioning authorization for each promoter. Main final deliverables : • Diagnostic report of the 8 applications for a concession contract submitted to the institutions by the promoters • REA support report until the signing of the concession agreement, including support for the finalization of the tools and documents constituting the concession agreement: REA tariff model, distribution and solar power plant specifications, performance indicators and penalties • Manual of procedures for monitoring work and issuing commissioning authorization • A works monitor report by promoter |
